The problem with radiation hormesis is it cannot be legislated for, not in today's world. 100 people exposed to radiation 5 avoided cancer & 1 got it, the net positive against the societal norm is obvious but the 1 person could sue saying you gave me cancer. Watch the video though it is very good.
