the plan so far is the following : each texture is in black & white, I might even pack them by groups of 3 or 4 (using r/g/b/a channels); for each texture, also make an 8 by 8 grid with the grayscale gradientmap on the left and the palettes for all 3-hour groups on the right.

Trying out a fun shader setup for that 2.5d prototype I had in mind! The texture on the right acts as a gradient map (left) and a palette (right) and color switching is done with bilinear filtering, which allows for basic day/night palette cycling :) with an 8x8 texture, each row is equal to 3 hours
