So there is likely a fraternity that is using beastiality as a hazing ritual, & many applicants were in the fraternity. That's about the only way I see this being a recurring enough issue. If only there was some law enforcement organization that could investigate & stop this crime?

This sounds likely. I wouldn't be surprised if there is a push to get KP's frat bros into the Bureau (which would mean they were "victims" of hazing)
