It is frankly kind of strange, from a game design standpoint, that the typical TTRPG is constructed around talking creating a shared imaginative space, except when what you're describing is a fight, and then you set everything aside and play a wargame with miniatures for an hour.

Neither. Battles in an TTRPG are just a variety of conflict, and because TTRPGs are narrative experiences, battles should be conducted as shared narrative through the tools of narrative used for all other scenes of conflict: description.
