Builders need to move inventory to finance further construction. It is just a business decision for them so they adjust first. Existing homeowners are emotionally attached and are more reluctant to lower prices to sell.

I mean. All of America's debt comes from decreasing revenue (tax cuts for the wealthy and corporations) while spending like crazy. It's supply side economics. That and all the nonstop war.
