Two things can be true at the same time: 1. I.C.E. has no power to stop and detain anyone if they do not have reasonable grounds to think the person has broken the law. 2. I.C.E. will continue to ignore this. But we need to keep saying it out loud so we don't become numb to it. It isn't normal.
