it depends, abuse as in physical? sure. but a lot of abuse isnt legally covered, and there isnt really a system in place to monitor people being bad owners though theres also people who go "its their dog, they can do what they want" so they wouldnt report even if clearly in violation so idk.

like forcing your cat to eat a vegan diet SHOULD be animal abuse, but its not legally considered it afaik, and the owners dont get penalized for it, even if the animal dies. when dogs bite, they euthanize the dog but dont really punish the owner, allowing them to raise another biter

i also think vets should have the ability to report abuse on owners, which restricts them from getting animals in the future / takes away ones that are being abused. when i worked at a clinic, a rich family bought a dog, but didnt want to take care of it, so they left it at the kennels indefinitely

i genuinely believe there needs to be an ID registry that checks if people are cleared to own a pet. people with support needs already go through a different process, so that wouldnt be affected. your dogs keep biting people? onto the bad list you go. you can have things like fish, and thats it.
