He was arrested 14 times and 14 times he was set loose upon the world to go do harm on innocents. There's nothing innocent about him, he is a habitual criminal. The girl was the innocent, she needed to be protected, and instead she was punished because the guilty wasn't.

Yes, and in this case the perpetrators are the judges who let the violent criminal out 14 times before. The criminal himself was simply a weapon, a violent person purposefully set loose to go be violent at will.
