True. But I find it staggering that you can claim something is a strong social right if you *know* it can't be paid under current financing rules.

Indeed this conflict between thinking in individual entitlements vs systemic financing comes up regularly. I think we should be more explicit in telling people the system is giving them an empty promise: it promises something we know it can't afford under current financing arrangements.
