Ald. Beale is probably the king of downzoning Four corner lots in the 9th Ward are being downzoned from business districts to RS-2, which allows only a detached house. They could hold a shop with apartments above but the proposed zoning district rules that out ¯\_(ツ)_/¯

My general impression of the streetcars so far is that while roughly 70% of the right of way is dedicated, New Orleans RTA torpedoes the speed by not implementing TSP or all door boarding and tap to pay.
