Not sure it was WSP that proposed the STZ; that was a GCP proposal. Consultants are necessary - the full expertise and staff required doesn’t exist within councils. Consultants tend to work to the brief given, & this is often where the real problem lies.

There’s a bit of an inconsistency between this plan and the CPCA franchising report which plans for 1.6% decline in total bus usage every year, with that modal shift and all the new growth using cars. Bit of a major circle to be squared there.
