There are obviously exceptions. Not having $5-$10k to avoid become homeless can be life changing. Likewise, it can also save you from that fate, but it won't pull you back from the edge. You're effectively as precarious as you were before, but maybe with a bit more time on your side.

It may be important to recognize that there's a practical difference between the long-term benefit of a modest, unexpected windfall (say $30-40k) and having your life savings suddenly go to zero. The latter will likely hurt far more then the former helps, even if it's the *exact* same amount.

And the whole point why it only works for windfalls is exactly because of the thesis you cite - people base their consumption on lifetime earning expectations, so lower income individuals in particular do not have the financial buffer to absorb a sudden deviation from said expectations.
