Clinicians at CT's only state-run psychiatric hospital for kids agreed a 17-year-old was ready to leave. A probate judge ordered her discharged. DCF had nowhere to send her. Since then: a night in an emergency foster home, two days in DCF offices, weeks in an ER. 🧵
