It's meant to be a supremely flexible ability. You might not want a brimstone glyph for your entire run, but you'd probably appreciate having it as a bonus during a fight with Yog's burning fist.

Unfortunately those values don't mean much without context, which is why the game doesn't include them. e.g. the hero starts with 10 acc and 5 evasion, but that doesn't say anything about what the actual hit/dodge chance per enemy is.
