The Berlin numbers include Federal police, which do the jobs of customs agents, air marshals, airport and train security, counter-terrorism, embassy guards, even international missions. They are not your standard cops. They do all this on roughly the same budget the LAPD has per year to do less.

As is typical with Gladwell, this is a load of hogwash. Gladwell compares Los Angeles to Berlin without accounting for L.A. Sheriffs (if you add them, the numbers are about even) or accounting for what Berlin "police" actually do. (cont.)
