Ukrainian war refugee Iryna Zarutska fled Ukraine for the United States. She was stabbed to death by a psycho on a train in North Carolina. The mentally ill DeCarlos Brown's prior criminal record already included armed robbery, assault on a female and much more, yet he was free.
