Either/both. Many mistakenly believe exclusion is bad, even for bad people: plausiblydeniable.com/five-geek-so... Also: pathological demand avoidance for some. Basic norms like "care about other people" and "don't say edgy stuff that seems racist" are seen as oppressive mommy state.
