(Lots of people documented too-short unresolved calls a failed transfer to second tier support or a call abandoned while the person was on hold. In both cases they had probably deliberately hung up on a difficult call.)

I'm pretty sure that (the mandatory reboot) was the only reason the maximum allowed time was as high as it was. Well, that plus the "now I'll reset it remotely" step - if a failed call length was under 10 minutes, you absolutely did not go through the most basic steps and had better document why.
