Got it, thanks! In practical terms, does physical lab capacity and/or regulation substantially constrain viral surveillance? E.g., how feasible is it to sample wild rodents or privately owned livestock in regions around Bukhara where the 1889 pandemic allegedly emerged — or would that even matter?
