Form a pool of volunteer reservists who can be rapidly hired for temporary contracts, so that they are legally FDF employees, with the same rights and responsibilities as career soldiers even in peacetime.

The legislative proposal also explicitly allows FDF to send conscripts to Sweden, Norway, or “Baltic Sea areas” for training during a crisis for security reasons. In other words, so that training centers would be harder for the Kremlins to bomb. Clever move!

In fact, if the Finnish Defence Forces were to be fully mobilised, 95% of its strength would be reservists. While rapid readiness units have a much higher share of career and contract soldiers than average, even they wouldn’t function properly without calling up reservists.
