NEW: High schoolers in Culver City, in the Los Angeles region, pushed a ballot measure four years ago to lower the voting age in local elections to 16. The measure failed by only (and coincidentally) 16 votes. They're trying again this year with a new ballot measure that'd lower voting age to 16:
