Part of the reason that it seems impractical is that most Palestinians are disenfranchised and stateless. If they were allowed to vote in Israeli elections, as they should be, it would be far less hard to imagine. But that's also why Israel won't do that. They want the land without the people.

The Israelis never accepted it really, as they have never really accepted any partition plan in good faith, but rather as an excuse to take what was offered in the immediate so they could get more later. It has worked quite well for them so far.

See, I think the 2SS is a non-starter, mostly a British/Western plan that fits a colonial agenda because it sounds fairer at first hearing than it is. Yasser Arafat tried to embrace it to get some level of legitimacy, but it turned what became the PA into a collaborator regime.
