In speaking to several CIHR insiders this week, there seems to be insistence that AI is largely driving the application pressure. It may be a part of it but the confidence in process is inversely proportional to application pressure.

Anyway, tldr, I don’t think CIHR should adopt changes that hide the state of the health research ecosystem from policymakers by manipulating programs to make success rates or other metrics look better.

I am concerned that many of the proposed changes are attempts to maintain or inflate a "success rate" metric by changing the denominator: suppressing applications. That masks a problem without addressing it.
