My guess would be there are other crimes at issue even if you can’t prove the bribery. FARA, paid representation before gov’t (18 USC 203), unpaid same (s 205), false statements. Enough to predicate an investigation. My suspicion is that it’s straight bribery, that Trump made clear he’d sign

The c/as are ultravires and then some pretty weird separaration of powers, anticommandering, and voting rights act claims. I'm not sure these are actual causes of action.
