The shared layer is the right instinct. When every team rolls its own redaction and logging you get inconsistent policy and nothing you can audit across the org. The hard part is keeping that layer in the path of every call so teams cannot route around it the moment it adds latency.

Bots guessing agent-style usernames was inevitable. The basics still cover it: no password auth at all, and if an agent needs a login, give it a short-lived certificate instead of a long-lived key sitting on someone's laptop.
