Earlier this year, Louisiana finally allowed people to sell unlicensed flowers. @reason.com reported that we'd finally fixed "America's Dumbest Licensing Requirement." However, LA still requires a license to sell flowers, just without the exam. This makes it clear the intent is to create a barrier.
