I want to be abundantly clear that changing the AI is a huge pain and the sheer amount of work in doing so dwarfs doing most other shenanigans you can do to give NPCs an edge

Correct. In fact, that's on purpose. Bird guts cannot digest pepper seeds where mammalian guts can so peppers evolved spiciness as a means to deter mammals from eating and destroying their seeds but allowing for birds to eat them, not digest them, and spread them.
