Have seen some industry commentators saying that missed deadlines and over budget is basically the state of every AAA game, so could still come as a surprise if e.g. Death Stranding 2 had been through a similar cycle without issue.

I know everyone on this site likes to view Xbox/MS as the boogeyman but that doesn’t seem very likely. Kojima and his studio may be getting money from Xbox now but they will always march to the beat of their own drum.

Perhaps! But to be fair to him, DS2 was Sony's only GOTY nom at The Game Awards, and Physint had been about as public an announcement as possible, complete with an emphatic Hulst handshake. So he could have misinterpreted the budget misgivings as being of a more routine type.
