It's not the publisher directly but banks won't move money they suspect is destined for a proscribed organisation. If the publisher tried they could find themselves complicit and with no bank account.

Yes but I’d also love for a lawyer to explain how a publisher can be held accountable for what an author chooses to do with their own money. That seems bizarre.
