It was noted that they found medication in one of his bags. So it's very easy to imagine that he did carry emergency medication and inhalers. However if it came on quick, which it absolutely can then he may have not been able to get to his inhaler in time.

In my case, I was able to call emergency services and hold on long enough for a paramedic car with an oxygen tank to get to me, and stabilise me before an ambulance took me to hospital.
