Replacing inept and toxic civil servants and departments is more pragmatic than simply reducing the size. The issue is the lack of competence and accountability - which questions those conducting selection and recruitment.

Slightly off-topic, but has Princess Kate thought about not sending her son to a really expensive boarding school? If he lived at home and just went to school during the day and was back at 4 every day, she might not miss him as much.
