Insightful, and makes me wonder how many causal inference studies start with a clear statement of treatment take-up. Low use has long been an issue in edtech / online programs (see for example www.educationnext.org/5-percent-pr... - if you did into the studies it's really a 5 to 12% problem)...

Love RCV but this is obviously dumb. I get that i83 proponents were wary of council meddling but this wasn't it. It probably won't change the outcome but a multi pass vote is probably the simplest fix here.
