I'm making guesses about what you mean by "for", but AFAICT from the relevant legislation - the license is for live TV. The BBC collects it on behalf of UK Gov, who then currently give it all to the BBC. UK Gov decides where it goes, not the BBC. The House of Commons library says 35% of ...

... funding for the BBC comes from other sources, so they're still a competitor, just one supported through the license fee. Seems fair for an organisation providing so many services that provide value beyond financial returns.
