In other words, the goal would be to share the costs of developing the necessary technical know-how to construct and maintain small #nuclear forces. These would be, at least initially, controlled independently by each participating country that chooses to actually build and field such weapons.

RECOMMENDATION: The #Baltic region countries and #Ukraine, perhaps augmented by like-minded countries like South #Korea, should begin a joint R&D program to develop #nuclear weapons and their delivery systems, and the required infrastructure. The goal: a credible independent "minimum #deterrent."
