The latter is closer to "fear of being called antisemitic" (though I think it's different), the former isn't really that at all, but in either case (and one can experience both at once) the fear is of being involuntarily taken up as promoting a narrative or politics that they reject.

Hence, I think it's more accurate that antisemitism (rather than "fear of being called antisemitic") drives the silence here. Antisemitism causes Jewish testimony to be socially understood as making claims we had no intention to make, and no amount of disclaiming or clarifying will prevent it.
