Here's the reality: they've backed themselves into a corner. If they bring him home there will be hell to pay. It's clear that they believe that the lesser hell is not bringing him home. On paper, everything in red is under the president's authority. But under the Constitution, the parts in yellow can tell the red and blue parts what they can and can't do. And the part in blue pays for it all, or can bring pressure by not paying or by impeaching and removing anyone in red or yellow.
