Based on my most used items over the years: can opener, cutting boards, knives, pizza cutter, veg peeler, grater, measuring cups and spoons, collander, hot pads, set with ladle, spatula, tongs, etc. (also an ice cream scoop). A basic set of spices? Storage containers!

My grandmother gave each grandchild a box of staples when we set up our places--things like flour, cornmeal, sugar, basic spices, some boxed mixes, that kind of thing. It took a little bit of setup stress away, having that to fall back on (even though I really couldn't cook).
