Yes, there are cold climate HVAC heat pumps that operate to -22F. I was talking about a heat pump water heater that happens to be rated from 38F to 120F. That range is fine in my application because it operates using the basement air which is at 60-65F.

The challenge of an electric space heater is that resistive space heaters have an efficiency of 100%. For each kWh of electricity they consume, they put out, 1 kWh of heat. In contrast, a heat pump can be 200 to 500% efficient depending on the design.
