Moscow constantly churns out disinformation on a range of topics which gets zero traction, because there's no demand for that. If populations are falling for Russian disinformation the problem usually starts at home, not Moscow.

Nobody said Moscow orders every riot. The documented model is cultivation and amplification: fund the networks, boost the narratives, then let a real grievance do the marching. Demanding a puppet string avoids looking at the ecosystem.
