Footnote 5: what about cyclists, horse riders and Class 3 mobility scooter users (if carrying an amber flashing beacon), allowed on the A road but who can't be sent onto a motorway? You have to provide for them too.

Wish more people would understand this… I live on a main road between two towns that's been closed for over three weeks for emergency gas works (long section of old metal mains pipe ruptured). Footway also closed so I have to go via the back lane to get to the station, adding a mile to my journey…
