I haven't looked at this specific one but it often happens that the headline is "study finds fork in kitchen" and this attracts criticism to the study, when it was actually doing valuable work documenting how many and what kind of forks were in the kitchen

It's a way of science to say the actual data is on our side. That's important because there are lawmakers who will try to back their point by appearing to be backed by academia (cass review for example). Secondarily It will also help inform better transition care guidelines later down the way.
