Dems should call it the "Capitalism Restoration Act" and make it all about how they are protecting ordinary investors (especially pensioners) from predatory 'feudal' oligarchs. And I'm pretty sure a packed SCOTUS will go for this (and we have to pack SCOTUS to do anything meaningful whatsoever).
