I can only tell you what I have been told by a police chief in CA, but she said that a judge will throw out a ticket if the driver's speed was not at least 11 mph over the 85th percentile speed of the road. That could *easily* be more than 15 mph over the posted limit.

11mph over at 30mph (so 41mph) is 87% longer to come to a stop than at 30mph. Or another way, it’s 15.4m longer. Or another way, the car will still be travelling at 31mph by the time the car doing 30mph has come to a complete stop. The speed is what it is for physics-based reasons; not feelings.

15mph over is even worse. It’s a car travelling at 38mph by the time the same car at 30mph has come to a complete stop. It’s 125% the total breaking distance (96% more than the non speeding car). Physics doesn’t give a fuck what you want to travel or prosecute at. There should be no leniency.
