we've thought about making label values (the string) an "NSID", which is an atproto concept which is basically a reverse-order domain and can resolve to a spec document (Lexicon). this would result in namespacing (governance)

we added a section to the overall rate-limits doc I think there might be a total account limit in there we will bump if folks hit it? but conceptually it is open and folks can scale up large new PDS instances
