Greater London: 1500 km^2, 9 million people, 33 boroughs, 75 MPs Greater Manchester: 1280 km^2, 3 million people, 10 districts, 27 MPs 5/6 the size in physical area, 1/3 the population. I suppose you could call that an order of magnitude smaller, but only if you're using base 3.
