Ok, my earlier suggestions are not strong enough. 10 yr ban from FA run comps a good idea. Full HMRC investigation, then owners sell. Transfer ban for 5 years. Compensation to all affected clubs including a return of prize money earned by cheating. And every City fan has to eat an inflatable banana.
