I think some people might also try to enforce the DSA as such privately. It may only be fully clear whether and how that works when a national court asks the CJEU about the point. There's a separate issue about enforcing the rules in the DSA taken over from the e-commerce directive 1/

I think there's a distinct split between how the political sphere should respond to the retreat, as you say, finding a way forward, and how the electorate should respond... remembering what she really meant before being forced to pretend otherwise. Both responses seem reasonable to me.
