This is basically how all modern businesses and bureaucracies are designed: layers and layers of middlemen so they can keep pushing the responsibility on to someone else. It's intentionally complex to make it as hard as possible to navigate or change

This is part of a much larger problem where public-facing companies OUTSOURCE accountability and responsibility to other lesser-known companies, providing layers of insulation between the actual decision-makers and the customers/clients that are affected.

Also, as I said elsewhere: If you're European like me, ask why Australian extremists pressuring American companies towards unilateral sanctions for consumers and producers impacts what I, a European consumer, want to do with my money. EU consumer law is no joke.
