To be honest I think she just spews whatever soundbite she or her team have come up with that they 'think' sounds inclusive, and yes, that does mean she is actively defending bigots and further targeting minorities. But she just says it because a dumb voter might fall for it

One of the GPs at my surgery has taken an interest in my HRT and wants bloods and to refer me to an endocrinologist. My trust of the NHS is so low, I expect I'll have to go back to self medding 😞

Showing up once more that the decision makers here, like so many, clearly believe transgender people are deluded and will happily take on the views of anyone else to support that. Transphobia comes so easily to them.
