4.. and escalates when decisive action isn't taken. The problem with "internal suspension" is what to do if children won't go to it? In practice this will probably mean escalation to an external suspension anyway but this extra layer adds confusion and will make clear action harder.
Show Post3. Am pretty sure this isn't what's meant though. Suspect means don't externally exclude for what is often called "persistent disruption" or "defiance." In practice this usually means children flat refusing to do what they are asked to by any adult. This is incredibly hard to manage..
